Key members of our staff that bring community visions to reality:

Chuck A. Pigeon, P.E., Principal Consultant.

Mr. Pigeon has over 24 years experience in all aspects of Private land development Civil Engineering and Public Works Project planning, design, permitting and implementation. Mr. Pigeon provides both hands on project engineering and client consultation as well as oversees the operation of the company and commitments to project success. Mr. Pigeon brings to clients a level of experience and project implementation knowledge that no other civil engineer has in the Nature Coast area. His vast experience includes Project Engineer of Record for over 20 major developments in Citrus and Marion County, the largest private development project in Citrus County, some of the oldest and longest on-going successful developments in west central Florida and hundreds of subdivisions, condominiums, commercial, institutional, and public projects. He has designed and completed major highway design projects, minor highway and roadway design, stormwater management design and permitting, infrastructure planning, public involvement and presentation, project budgeting and programming, grant and project funding, as well as project management, inspection and oversight. Mr. Pigeon's career has been predominantly focused on a mix of private upscale development projects and Public Works/Municipal Civil engineering and has also included infrastructure engineering for mixed-use residential and commercial communities. As a Municipal Civil and Environmental Engineer he has also gained extensive experience with water and wastewater systems design and permitting, water supply and wastewater treatment, local planning and zoning, and public funding.

R. Kelly Roberts, P.S.M., Principal Surveyor.

Mr. Roberts has more than 25 years of experience in all phases of field and office surveying work. Experience includes work as a party chief in responsible charge of a crew for boundary, topographic, as-built, route, right-of-way and subdivision development surveys. As an office manager/field supervisor he has supervised field crews and an office staff for all phases of project execution including records research, project planning, computations, boundary evaluation, quality control, drafting and checking, creation of preliminary and record plats for subdivision development, condominiums and lot reconfigurations.

Linda R. Pigeon, P.E ., Project Manager / Project Engineer.

Linda Pigeon has over 8 years of experience as project engineer and project manager for many residential land development projects, commercial and institutional site development and civil roadway/drainage design projects. Ms. Pigeon has preformed all phases of civil design services, including planning, permitting and construction oversight. Projects have ranged from small stormwater systems and site plans to large scale residential subdivisions and commercial projects. Linda has completed many site designs for schools, government facilities, institutions, private development, and other civil/site projects. Linda provides project knowledge of regulatory rules and Land Development design criteria and brings to clients and projects a professional working relationship with local governments, water management districts and other regulatory agencies.

Ray Foren, Survey Technician and CAD Development Specialist.

Mr. Foren has over 16 years of technical survey and engineering project plans preparation experience, including survey data reduction and mapping,survey land development platting, topographic mapping and Digital Terrain Modeling (DTM). Ray has worked in support of both engineering projects as well as survey.

Tommy Stephens, Field Survey Chief.

Mr. Stephens has over 12 years of technical field survey experience and supports our clients engineering and survey project field service needs by performing the Chief duties of field survey data collection and surveying. His experience with TRIMBLE GPS and Total Station equipment provides efficient fieldwork and accurate information. Tommy has preformed hundreds of field surveys and construction stakeout assignments in central Florida including commercial site development, land development, boundary surveys, tree location, and topographic surveys, wetland jurisdiction surveys, FEMA flood elevation surveys, and many other surveys and field services.
